It's a simple line doubler. You can see from the source there's nothing to 
it. Plenty of FPGA arcade emulations do this internally for VGA output; I've 
got one in my Coco 1/2 project.

To increase the colour resolution, you simply need more pins, and more 
internal memory - everything else stays the same. Having said that, the 
EP2C5 is more than adequate even for 24-bit colour and 640 pixels/line.

Not sure about the cost effectiveness though!?!
