I've used a 3.5" drive on my CoCo for years, but always as drive 2.
Originally I used an actual 720K drive but that failed eventually and
I've been using a 1.44M drive ever since with no real issues (I
actually found a 3.5" HD drive with full drive select jumpers go me!).

Your setup sounds good to me.  All I can think of is to put the drives
in another machine to test them.

The only other thing would be to set the 3.5" as drive 1. Which I
would recommend anyway so you'd still be able to use old boot disks.

Others have covered this, it formats the disk then tries to verify the
format, and your verify is failing. :-(
