[Coco] .BIN to .ROM

Also, am I assuming correctly that all .ROMs in cartridge (or EPROM) load
into the $C000-$E000 space?

I will try to develop a program on the .NET 2.0 platform so as to maintain
compatibility with Windows back to Windows '98.  I read somewhere that
Win'98 does support it, I will test and make sure.
