The low budget "digitizer" I used to use in the 1980's involved making  
a line drawing of the subject of interest on clear transparencies.   
You then placed the transparency over your CRT screen--static  
electricity held it in place.  Then you fired up CoCoMax and used its  
drawing tools to trace the transparency, creating a bitmap.  Voila!
