Yes it is  the 7805.   I tested all of them in and out of  circuit.
They acted the same within each batch.
 
I think we are seeing the bottom of the barrel as someone suggested
in another post.    The bad news is I may have to change my  design
now to accommodate this development....  I hate that.....   :(
