Just do not use the last line, and lay out your screenvariable
 as maxHline -1.

No scrolling and nice looking layout. You need to write the screen with
explicite locations though.

In basic LOCATE x,y, where x = linenumber and x = column.
In C it would be goto x,y : writeline "something"

More work but nice to look at.
Last line can be used for some parameters, but stay away from last columns
