I'm very much in favor of a better organized archive, but remember
that "less is more" when creating categories.
Its always tedious to have to look multiple places to be sure
something you're looking for isn't hiding somewhere.  Utility, System,
Application, Productivity...  an awful lot of grey area there.  Just
my $0.02
