[Coco] OS-9 Level 1

Release 1 of OS-9 Level 1 was crippled by having the device descriptors 
incorporated into the kernel and it was near imposable to edit them. 
Release 2 of OS-9 was modular in design as well as bootable on a CoCo 3.
