Actually, it would be possible, given a high enough output resolution.

The core design comprises a commercial video IP core to do the bulk of the 
processing (scaling, mixing etc). We actually had to replace and extend a 
few of the components in that core, for various reasons, and there's no 
reason why we couldn't add a filter that added scanlines to the output.

I would also like to investigate developing a filter that emulated the 
artifact colours on the Coco hires modes! You could even select 'PAL' or 
'NTSC' artifact mode! :O
