[Coco] CoCo3FPGA, FPGA Development, and GIME replacement

I remember when the Rocket was announced, and really would have liked
to have one of them.  Sadly I couldn't commit at the time because I
was still a poor college student.   That could have given a lot of new
life to the CoCo.
