You may have to contact Ira, or register somewhere to get a download quota
that isn't a zero.

Also, it is possible that those files may not exist on Ira's site anymore.
A few years back he had a great many files available for download. I
understand there were some threats made concerning copyright
infringements, and he was forced to take them all down.
