[Coco] DECB/HDBDOS & MPI

DECB doesn't... it assumes it's in a controller in the active slot, Tandy 
reserved slot 4 as a standard, but it'll work in any slot. I keep mine in 
slot 4....
don't know about HDBDOS... I assume it would need to do something to access 
the hard drive controller unless the HD controller is "slot independent" 
which would likely be the case???
