When all else fails...

Try typing ftp randomrodder.com in the Windows "Run" box, sign in with
anonymous at randomrodder.com and hit Enter at the password prompt.  Then cd
"CoCo Disk Images/Programming" and do a dir and you'll see the file.

It ain't pretty (unless you're nostalgic for the look of MSDOS), but it
works.
