That looks just like the on the other side of the transformer which is a 
  3KV cap.

Did that short to an adjacent part or did it burn up? It is hard to tell 
from the graphic. If there was no external short, then I'd guess the 
high voltage regulation is not working and the cap blew from excessive 
voltage.

You really need to go to the company web site and try to find a circuit 
diagram and/or maintenance manual. Look for voltage test points and any 
setup protocols.
