[Coco] The Coco's first webserver, written in Basic09

OK. Looking it up on wikipedia, eval is a function that is mostly used by 
interpreters, and is usually not included in compiled languages. Since 
Basic09 is a compiled-interpreter, it may be that an eval function would not 
have been included. Also, since eval evaluates a string as an expression and 
returns a result, I can say there is nothing in Basic09 that I am aware of 
that is like it.

However, this does not mean it can't be written. Let me see what I can do.
