It is worth noting that I think about half  of that circuit is timers 
and the like to try and convert a 60Hz signal into a 50Hz signal, the 
Dragons have a similar bunch of counters to do the same. So if you where 
using it with a 60Hz capable RGB monitor, the it could probably be ommitted.

Also I guess some of the logic could be combined into a PLD/CPLD.
