[Coco] double-sided floppy setup in OS-9

The ability to use dmode to make double sided drives work depends on which 
version of OS9 is being used. The first versions of OS9 level 1 did not 
support double sided drives at all, and indeed a new driver was written for 
that version.

IIRC, later versions, and OS9 Level 2 did support changing drive descriptors 
that way.
