[Coco] Coco3 question

Since the 6847 uses a non-interleaved display, with each line duplicated,
wouldn't it logically use an even number of scan lines?  What would an odd half
a scan line mean, anyway?  That the scan gets halfway across the screen on the
final line but doesn't finish drawing it before the vertical restore is done?
