There are no good tools.

3.5 inch USB floppy drives do not allow writing 256 byte sectors.

There are no 5.25 inch USB floppy drives.

I have written 5.25 and 3.5 inch floppy disks using a Catweasel card in
my Mac. I had to write my own driver, and modify Tim Mann's dmk2cw
program to do it. Not something your average user will be willing to
invest in.

The Catweasel card will not work in late model G5 towers or any Intel
Mac. They switched to PCI Express and have no support for PCI or PCI-X
cards (except thru third party chassis).

In these situations I always suggest using a PC to accomplish these
tasks.
