Well, for testing purposes, Cloud9's SuperIDE would work.  There is also
their not really documented "Flash Pac" that sounds like it might be going
in the direction you are looking for.

As for a source of rom pacs, have you considered re-using old existing pacs?
With almost all converted to images, its not like you would be permenantly
destroying something you couldn't get back.
