Not totally.

I have 2 spare NAND gates and a spare DIP switch on the board. CTS# = A14 
NAND A15 - well close anyway. In theory I can have the user put the cart 
into "program mode" with a DIPSWITCH and write a ML program to disable 
interrupts and program the flash - being careful not to address other logic 
in the upper 16K - or can I assert SLENB# to do that?

As for the Flash2 carts, I can do the same in the CPLD, I just need to 
sacrifice 1 input to route A15...
