 If the  chlorine in tap  water were the main issue, the water could first be boiled, but use of it would still
leave deposits on the board(s) which could still cause corrosion esp. to fine traces and surface mounted
components.  Worst case senario would be if a device such as a computer or camcorder were dropped in
the ocean - let 'em sink; repair would be virtually impossible (I've seen it happen).     -ph

Main issue is tap water has chlorine in it. Plus several other halogens like 
flourine. 
Hologens,  which chlorine is one, are very reactive with metals to form salt 
compounds on the PCB and is asking for dissaster over time. 

The best solution is to go to Walgreens and buy their 91% isopropol alchohol. 
Don't use 70%. Alcohol is one of the better cleaners of PCBs and contacts.
