Speak Up!, by David Dubowski of Classical Computing, has been posted here:

Speak Up! was an early, all software voice synthesizer for the CoCo.  
The manuals scans are also included in .pdf format at the location 
above.  They include instructions on interfacing the program with BASIC 
programs as well.   Be sure to enter the proper CLEAR statements (for 
either the 16K version or 32K versions) before loading.

Tested on a CoCo 3 (both 128K and 512K flavors), CoCo 2 (64K) and in 
MESS with the CoCo 3 (NTSC) and CoCo 2B ROMs.  Might POKE up the pitch a 
bit.  Sounded clearer to me that way.
