Yes is it revers DNS. There is no special utility to look up the reverse
name (althoug dig has the -x option to make it easy). You look it up by
taking the four integers that make up the address, reverse them and add
.in-addr.arpa. to the end.

So if you wanted to find the reverse DNS of 208.97.190.116 you would do
a normal look up of:

116.190.97.208.in-addr.arpa.
