[Coco] eBay+Paypal+AnIdiot=A MESS

I won three auctions from an eBay seller recently. I have received two
of the three. Two were paid on the same invoice and the third
seperatly. Now, one of the items from the invoice that I paid for two
items on hasn't arrived and the seller claims non-receipt of payment
even though it was clearly paid by paypal and he has filed non-paying
with eBay. So, I in turn have filed non-receipt with PayPal, just to
bring the payment to his attention. Now - is eBay really that LAME?
They show PayPal payment made and yet still allows for a claim to be
filed? Bummer -r
