Its a bit farther down the page, but I first clicked on the B&B manual to 
be told it wasn't found instantly, and when I then clicked on a note 
applicable to it, I was told, again instantly, that I had exceeded my 
download quota and that I should retry in 3 minutes.

Thats a strange way to control bandwidth costs, by wasting time irritating 
the user when he did not in fact download anything but the error message, 
probably caused by a broken link.  Thats not the users fault IMO.  Also, 3 
minutes later, I'm getting an identical message for the note:

I don't think I'll bookmark the page.
