[Coco] Question about the RBFMAN (OS9) Allocation Table

Does anyone know if the bits in the Allocation Table of the RBF file system 
are ordered lsb-to-msb or msb-to-lsb? In other words, does bit 7 of the 
first byte correspond to cluster 7 or cluster 0? I checked the OS9 
programmer's manual, but it doesn't describe the bit order.
