Robert,
I would suggest that the reason that shell_21 is placed in the CMDS dir and 
shellplus is megered into shell is so that a user could use shell_21 if they 
so desired. They would just have to un-merge shellplus from shell, and 
replace it with shell_21. This way it has given the users a choice.

Makes perfect sense to me :)
