George, there's a C tutorial on RTSI. You can get it here:
ftp://www.rtsi.com/OS9/OS9_6X09/PROG/Teach_C.lzh

This will teach you the basics of the language.
As far as using the OS9 C compiler, if you have the Tandy supplied setup, 
then the command line is:

cc1 sourcecode.c

That will produce an executable file in the current CMDS dir called 
sourcecode.
