The problem with that is if your machine gets trojaned / compromised, as 
is often the case and starts sending out hundereds if not thousands of 
emails without you realising it. Yeah you could make it part of the ISP 
T&C that you are reponsible for making sure this doesn't happen but 
there are enough people out there who are not computer literate enough 
to prevent this that it would probably be ineffective.

And by everyone this has to mean every ISP in the world, that might be 
hard to implement :(
