[Coco] PICs and S-Video

We already have a seperated hsync on the CoCo3's RGB connector.  What Chris
wants to do is shift the timing of the hsync signal in order center the
video of his RGB-to-Svideo converter (CoCo3 video normally appears too far
to the left.)

Could the LM-1881 be used to delay the hsync?  The delay would need to be
pretty long - somewhere's around 60 microseconds or so of delay.
