Yes, there are several. MESS has imgtool and wimgtool. NitrOS-9 has a 
utility but I'm not sure if it reads Basic disk images. Someone wrote a 
Windows utility CocoDir.exe to display the directory of Basic disk 
images. I'm not sure of the author's name but embedded in the program is
LzrusLong at aol.com
