OK, now I think it's clear.  You don't format (even high-level or  logically) 
HDs any more.
So the "SYS C:" command is probably the way to get the effect of the "/S"  in 
"FORMAT C: /S" without doing the format.
 
So SYS C: it is, and thanks to everyone for nursing me thru my fading  memory
