[Coco] OT -- PC needs TWO Shut Downs

Pretty extreme, for a condition that's been around over a year.
I will add that from the very beginning, Win98SE didn't always complete the  
shutdown sequence -- it is supposed to show a farewell picture on the  screen 
while playing "ta-dah", show a second photo, then turn off the power  relay 
(just like in a laptop, on this desktop machine).   
 
This installation has never showed the 1st photo, and sometimes (not all  
that often) fails to show the second one and kill the power.  Just leaves a  text 
underline cursor on the screen.  If I manually power down, the next  boot 
comes up the same as ever.
