[Coco] Formatting HD floppies w/ modified controller.

That's right Mark. One of the NitrOS-9 users complain of a similar
problem but when a short piece of code was inserted into the format
section of rb1773 to force .89Mhz during a format, the problem seemed to
go away.
As Boisy has said, neither he nor I were able to reproduce the original
problem on our systems. It is not clear just what hardware variations
cause the problem. I'm leaning towards the floppy controller but that is
a guess. Far as I know, no one has reported problems with Disk Basic
which normally formats at .89MHz.
