John,

Good call.  I went ahead and implemented the NoICE protocol and now his 
program is talking to my CoCo 3 under NitrOS-9 in system state.

There's a bit more work to do yet, but I can read/write memory & 
registers, set breakpoints, etc.

The protocol is a little fatter than the one I designed, but it is 
open, and the Windows based tool does work rather nicely.  I'll email 
him to see what his thoughts are on a 6309 version (we'll see).
