[Coco] atari USB device

>From looing at the Atari setup the SL811 seems to be bapped at the 
bottom of RAM. So to do the board for the Coco will require an 
address decode circuit. Not real difficult. A 16V8 GAL will do fine. 
The only problem is what address to map it at?
