I thought about that.  But think of how busy they will be trying to keep 
each new visitor out of the room.  This is also where the voting ratio 
comes into play.  Let's say 2 people are chatting who agree to vote anybody 
out who tries to come in.  They can only do this with 1 new visitor at a 
time.  If 2 people come in at about the same time before those 2 abusers 
"see" them and get a chance to vote, the ratio would then be 50/50 which is 
not enough.  Also, the more chatters in the room, the harder it is to 
conduct this kind of mutual abuse.  The reason being that everyone's screen 
is showing the room status as of the last time they had a page 
refresh.  Somebody's bound to be in the kitchen grabbing a soda, or doing 
something else, or possibly just lurking.

In other words, it's going to be more difficult for 2 people to do abuse 
the system, and more unlikely for a large group of chatters to be *able* to 
abuse the system.  It's actually all a math equation.  ;)
