If there is that treaty, I've never heard of it.
Besides, I seems to me that to not get involved in building a space ship is
a smart move when there are 3 other companies that can put anything you need
into orbit.

Aren't the Japanese the ones developing the hotel for 2025 or so? And the
European consortium has already put up satellites for them.  So their there.
