Actually, in Western countries with effective social services and old
age pensions the population usually declines. However if Bush, et al,
manage to wreck the shabby US system the US population may start to
increase without immigration, legal or not.

But the planets will never be a satisfactory place to live unless we
become highly skilled at terra forming.
