You are going to need a file system filter driver.
This is one of the most complex drivers you can do.

First go to the Microsoft IFS Kit page:

This will cost you roughly $1000.   You should also
seriously consider the OSR file system class, see

this is currently around $3500.  Finally you will
need 18-24 months to do the work.
