Top border is 25 lines and bottom border is 26 lines. The right and 
left borders in pixel count are more dependant on the pixel clock 
frequency. 
>From the 6847 spec 
Th3 border period is 7.5 to 8.3 uS.Typical is about 8 uS.
With a clock frequency of 3.579 MHz the following
Visable screen is      128.0 * 1/f  = 35.759 uS
Visable and border   185.5 * 1/f  = 51.822 uS 
If you have 256 dots in 35.759 uS you have a dot clock at twice the 
color burst or 7.159 mHz. It yields a border of 29 pixels on the left 
side and 28 pixels on the right.
