A while back someone started work on a MC6845 FPGA in VHDL.. 
The project never was completed as far as I know.

As for Jeff Kent's design it incoporates several other sections that 
some may find usefull. I am not so keen on the idea of putting the 
boot code in the FPGA but that is what he has done. I have not 
done any timing analysis on his latest release but I did on one early 
version and found that the speed improvement was not that great 
over a standard part. SInce he uses a single phase clock internally, 
the fastest the clock will run is around 10 Mhz. 

One other drawback for use in a Coco is that it will require a 300K 
gate FPGA, Xilinx Spartan IIE at about $38.00 single unit price.
