It's mainly only for French, and mostly used by the government or 
french-speakers. The government is required to operate in both English 
and French, so they need it. Although on a Mac, doing accented 
characters is easy.

The CSA (Canadian Standards Associated) keyboard layout has é/É instead 
of /, and some accents as shifted numerals, I think. I can't stand 
using them, because they aren't very web-friendly.
