I agree it sounds strange.
The way it works is:
IF the boot file is contigous, AND <64K, the pointer to the *file* (not the
FD) goes into LSN0, along with the length.
IF the file is non-contigous OR >64k, the LSN0 points to the FD, and the
length field is 0. At least that's what I believe happens.
