[Coco] Portal-9 update

For all practical purposes, the Portal-9 IDE is complete.  That is, it 
functions as planned for the first version.  I am still touching up and 
adding some menu items here and there.  It should be available soon.

Some included projects that are ready to build and run on the Go command, are:

Projector-3 (placed in the Public Domain today)
Super-MAC
Hello World ROM Pak (CoCo)
Vectrex ROM Pak demo
and several other projects...

The Portal-9 installation wizard places everything where it needs to be, 
and you're ready to run the IDE immediately and start building the sample 
projects.
