I report the ebay scams to what ever address spamcop.net shows as the 
current contact.  It seems to change a lot.

I have not found any working e-mail address for pay-pal to report scams 
to.  It appears that they only have a web form.


I will not use pay-pal primarily because they want direct access to a 
bank account, or strongly imply that giving them a credit card waives my 
right to dispute fraudulant charges on it.  Neither which I will allow.

After finding that out, I never completed the registration, but they 
already had my e-mail address, which after a year they started spamming 
with affiliate offers, requiring me to update a profile to stop it.

Then they started sending me regular e-mails in HTML that were not 
relevant to me, so I tried to get my account totally removed.

It took at least 3 attempts at jumping through hoops with web forms to 
get me out of the pay-pal system over a 3 month time.

All and all, it has convinced me not to ever deal with pay-pal again.
