PCDOS is on RTSI. Look for PCdos.lzh in /OS9/OS9_6X09/APPS/.
Grab RSDos.lzh too if you want to access RSBASIC disks from OS-9.
Pcdos works very well for me with 3.5" 720K DOS floppies.
If you don't have an OS-9 lzh tool, go to /OS9/OS9_6X09/ARCHIVERS/
and grab lha211c.bin and xlh.bin, plus lha211c.lzh for the docs.
