[Coco] WindInt Mouse Issue

Here's an idea.  How about requiring ALT in combination with the arrow 
and F1/F2 keys in order to move the mouse cursor?  This way, the 
keyboard mouse would always be 'active' and there would be no need for 
the CTRL-CLEAR toggle.  Also, normal arrow keys would work as expected.
