It is easy to create a disk that has both OS-9 and Basic directories. You should be able to do that yourself with the right programs.
First create an OS-9 disk and mark track 17 as used. Then create a Basic disk and copy track 17 to the OS-9 disk.
Now you have an empty disk of the type you wanted. As you add programs, you need to update both directories such that you show tracks and sectors used as needed.
Make your own disk and see if it works with the CoCoSDC.
